Account GST on cash basis

Hi,

I have two questions relating to accounting method in BAS return and income tax return:
1. I account GST in cash basis, can I claim the GST back on imported goods that I already paid GST to custom but haven't pay the oversea supplier?
2. If I use cash basis for GST return, can I use accrual basis for income tax return?
